Abstract

How should business answer the question, “When in Rome should you do as the Romans do?” I begin with a critical consideration of the views of Donaldson/Dunfee and Patricia Werhane on this question. Using examples of international agreements, I argue that universal norms must be negotiated and constructed in actual agreements if they are to be seen as legitimate. I consider a number of international agreements and conclude that the United Nations Global Compact has the best case for legitimacy of any of the international agreements.
